Okay lets begin

Open your template
CTRL+D to duplicate
Close your original
Delete your copyright information
Resize by 71%

Select your bottom layer
Select all, float, defloat
Open paper 12
Copy and close
New raster layer
Paste into selection

Do the same for the rest of your layers
Delete the palm trees layer

Open your beach image
Copy and close
Select your circle layer
Select all, float, defloat
New raster layer
Paste into selection
Selections - modify - select selections borders - 4 both sides
New raster layer - fill with the color #fee28e

Add some elements, tube, copyright and text and your done.
