Resize it with the largest side being 450 pixels
Copy and paste as new layer

Open your wordart
Place it above your heart

Open your flowers
Resize them with 125 px being the longest side
Copy and paste them as new layers

Open your tube
Place it in the center

Add drop shadows, copyright info and text
